IMF Ends Ghana Bailout, Unlocks Over US$300m as Reform Agenda Enters New Phase

Ghana has formally concluded its three-year bailout programme with the International Monetary Fund after the IMF Executive Board approved the country’s sixth and final review under the Extended Credit Facility (ECF), clearing the way for a final disbursement of more than US$300 million.

The decision marks the successful completion of a programme launched in 2023 to restore macroeconomic stability following Ghana’s debt crisis, soaring inflation and loss of access to international capital markets. The funds are expected to be credited to the Bank of Ghana in the coming days, providing additional support for external reserves and fiscal stability.

Beyond the final disbursement, the IMF also approved Ghana’s request for a Policy Coordination Instrument (PCI), a non-financing arrangement designed to guide the country’s post-bailout economic reforms. The framework is expected to reinforce fiscal discipline, policy credibility and structural reforms without additional IMF lending.

The Board further endorsed Ghana’s 2026 Article IV Consultation, completed the Financing Assurances Review, and granted a waiver related to the performance criterion on the cost-sharing arrangement for GoldBod operations.

The approvals represent a major milestone in Ghana’s economic recovery journey, signalling confidence in the country’s reform efforts and strengthening prospects for improved sovereign credit ratings and renewed investor interest.

For policymakers, the focus now shifts from crisis management to sustaining macroeconomic stability, preserving fiscal discipline and implementing reforms under the new PCI framework to support long-term economic growth.
