Working with NPA Chief Executive Godwin Kudzo Tameklo and other members of the Authority’s management, Dr. Bukari participated in initiatives aimed at strengthening the regulation and development of Ghana’s downstream petroleum sector.

In November 2025, he led a joint team of downstream petroleum industry stakeholders on a tour of petroleum facilities in Tema as part of preparations for the implementation of the government’s 24-hour economy programme.

The exercise covered key facilities, including BOST Energies’ Accra Plains Depot, Quantum Terminals and Sentuo Oil Refinery.

Dr. Bukari chaired the Infrastructure and Technology Sub-committee for the implementation of the 24-hour economy programme within the downstream petroleum industry.

The initiative sought to assess infrastructure, technology and operational constraints that would have to be addressed for parts of Ghana’s petroleum supply chain to operate effectively around the clock.

He was also involved in efforts to strengthen institutional capacity within the petroleum sector.

In 2026, Dr. Bukari was selected to chair a multi-stakeholder steering committee tasked with advancing plans for a Centre of Excellence for Ghana’s downstream petroleum industry.

The proposed centre was envisioned as a platform for competency-based training, research and professional development within the sector.

These responsibilities positioned Dr. Bukari at the intersection of regulation, energy economics, infrastructure development and Ghana’s broader economic transformation agenda.

Public service and policy advocacy

Beyond his responsibilities at the NPA, Dr. Bukari participated in public discussions on energy, transport and national development.

He advocated stronger regulation of Ghana’s public transport system, including discussions about the need for an economic regulatory framework capable of protecting commuters while ensuring transport operators remained commercially sustainable.

His interventions reflected the close relationship between petroleum pricing and transport fares in Ghana, where changes in fuel prices frequently feed into transportation costs and ultimately consumer inflation.

Dr. Bukari was also known for contributing to discussions on environmental sustainability and national development, drawing on his background in sustainable energy and climate innovation.

Before his appointment to the NPA, his work at the Ghana Climate Innovation Centre involved entrepreneurship, investment and partnerships aimed at supporting businesses and innovations responding to climate and environmental challenges.

Connection to late Alhaji Limuna

Dr. Bukari was also known to have had a close professional relationship with the late Alhaji Limuna Mohammed-Muniru, having previously served as an aide to the former government minister.

Alhaji Limuna was among the eight people who died in the military helicopter crash of August 6, 2025.

Following that tragedy, Dr. Bukari publicly recalled the painful moment he learnt about the crash and the loss of his former boss, demonstrating the personal relationship he maintained with the late statesman.

His own reported passing, almost exactly a year after that national tragedy, will therefore carry particular emotional significance for people who knew both men and followed their careers in public service.
