Ga Mantse Leads Investor Mission to Tema Oil Refinery in Push to Revive Ghana’s Strategic Energy Asset

His Royal Majesty the Ga Mantse has led a delegation of investors on a strategic visit to the Tema Oil Refinery (TOR), signalling renewed interest in attracting private capital to one of Ghana’s most critical but underutilised industrial assets.
The visit forms part of broader efforts to position the state-owned refinery as an attractive destination for investment, technology partnerships and operational modernisation, amid growing calls to restore domestic refining capacity and reduce Ghana’s dependence on imported petroleum products.
The investor engagement brought together traditional leadership and private-sector stakeholders to assess opportunities for collaboration that could support the refinery’s revival, strengthen energy security and contribute to the country’s industrialisation agenda.
The Ga Mantse described investment as central to Ghana’s long-term economic transformation, emphasising that strategic partnerships between government, traditional authorities and the private sector remain essential for unlocking sustainable growth.
The refinery, which has operated below its installed capacity for years because of financial constraints, ageing infrastructure and operational challenges, is widely regarded as a strategic national asset whose rehabilitation could improve fuel supply resilience, create skilled employment and stimulate downstream industrial activity.
The visit also reflects an emerging role for traditional authorities in promoting economic diplomacy by leveraging their influence to attract investment into key sectors of the economy.
Observers say renewed investor confidence in TOR could catalyse broader investments across Ghana’s energy value chain, supporting industrial competitiveness while reducing the country’s exposure to external fuel market shocks.
Should investment discussions translate into concrete financing and operational partnerships, the initiative could mark an important step toward restoring Tema Oil Refinery as a commercially viable enterprise and a cornerstone of Ghana’s industrial and energy development strategy.
