Dangote pitches refinery IPO as Africa’s chance to own its energy future

The forthcoming initial public offering (IPO) of the Dangote Petroleum Refinery is being positioned as a defining moment for African investors, with the company insisting the transaction is about widening ownership of strategic infrastructure rather than simply raising fresh capital.

Fatima Dangote, Executive Director for Oil and Gas at Dangote Group, said the planned listing should be seen as an opportunity for individuals and institutions to participate in one of Africa’s most significant industrial projects. According to her, the IPO represents a shift from private ownership towards shared participation in an asset expected to play a pivotal role in the continent’s energy security.

Her remarks come as the refinery prepares for what is expected to be one of the largest public listings ever undertaken in Africa. The offering follows renewed investor confidence in the project after the company secured billions of dollars in private investment to support the next phase of expansion.

The Dangote Refinery has already begun reshaping fuel markets by reducing dependence on imported petroleum products and boosting regional refining capacity. Opening the business to public shareholders is expected to deepen domestic capital markets while giving investors exposure to a strategic asset with long-term growth prospects.

Fatima Dangote stressed that the listing goes beyond the traditional objective of fundraising. Instead, she described it as an opportunity to democratise ownership, allowing Africans to benefit directly from the value created by major infrastructure investments that have historically remained in private hands.

The IPO is also expected to serve as a benchmark for future listings of large industrial projects across the continent, reinforcing the role of African capital markets in financing economic transformation while encouraging broader public participation in wealth creation.
