Mahama nominates Zanetor Agyemang-Rawlings, Mahama Ayariga as ministers in Cabinet reshuffle

President John Dramani Mahama has submitted two new ministerial nominees to Parliament and reassigned two serving ministers, marking another adjustment to his administration’s ministerial team.

According to a statement issued by the Presidency on Friday, August 7, 2026, Dr Zanetor Agyemang-Rawlings, Member of Parliament, has been nominated as Minister for Environment, Science and Technology.

Mahama Ayariga, MP, has also been nominated as Minister for Local Government, Chieftaincy and Religious Affairs.

The nominations have been submitted to Parliament through the Speaker for prior approval in accordance with Article 78(1) of the 1992 Constitution.

The changes also involve the reassignment of two ministers to new portfolios.

Kenneth Gilbert Adjei has been reassigned to the Ministry of Defence, while Ahmed Ibrahim, MP, has been moved to the Ministry of Works, Housing and Water Resources.

The statement, signed by Felix Kwakye Ofosu, MP, Spokesperson to the President and Minister for Government Communications, did not provide reasons for the changes.

The appointments signal a recalibration of responsibilities within the Mahama administration as the government seeks to advance its policy agenda across key sectors.

Dr Agyemang-Rawlings’ nomination places her at the centre of a portfolio increasingly important to Ghana’s development strategy, particularly as the country confronts environmental degradation, climate-related risks and the challenge of deploying science and technology to support economic transformation.

Her appointment remains subject to parliamentary approval.

Mahama Ayariga’s nomination similarly puts him in charge of a ministry with significant responsibility for Ghana’s decentralisation architecture, local governance system, traditional authorities and religious affairs, subject to Parliament’s approval.

Meanwhile, the reassignment of Kenneth Gilbert Adjei to Defence places him in a strategically sensitive portfolio responsible for overseeing policy relating to the Ghana Armed Forces and national defence.

Ahmed Ibrahim’s move to Works, Housing and Water Resources gives him responsibility for a sector central to the government’s infrastructure and social-development agenda, including housing delivery, public works and water-resource management.

The Presidency’s announcement comes as the Mahama administration continues to refine the composition of its government and redistribute ministerial responsibilities to support the implementation of its policy priorities.

Parliament is expected to consider the nominations of Dr Agyemang-Rawlings and Mr Ayariga as required by the Constitution before they can formally assume their respective portfolios.
