PURC Deepens Digital Reform With AfDB-Backed Database Upgrade

Ghana’s Public Utilities Regulatory Commission (PURC) is advancing an ambitious digital transformation programme aimed at modernising utility regulation, as it pushes ahead with the second phase of an African Development Bank (AfDB)-supported database management project designed to strengthen governance, improve regulatory coordination and enhance service delivery.
The Database Management System (DBMS) Phase II Project forms part of the Commission’s broader strategy to build a technology-driven regulatory framework capable of meeting the increasingly sophisticated demands of Ghana’s electricity and water sectors.
At the heart of the initiative is the integration and harmonisation of databases across sister regulatory agencies and key institutions in the utility value chain. The move is expected to improve information sharing, strengthen oversight, reduce administrative inefficiencies and support faster, data-driven regulatory decisions.
The project underscores the growing importance of digital infrastructure in public sector regulation, as governments increasingly deploy technology to improve institutional efficiency, transparency and accountability.
During the week, PURC received a progress briefing from the project’s implementing firm and technical consultant, who reported that implementation remains on track. The Commission said it had been assured that the project would be completed within schedule.
Upon completion, the upgraded platform is expected to streamline core regulatory operations, enhance collaboration among sector stakeholders and improve the quality and responsiveness of utility regulation.
The initiative also aligns with Ghana’s broader digital transformation agenda, positioning data-driven regulation as a key pillar in improving utility governance, strengthening investor confidence and delivering more reliable services to consumers.
